1. In 2021, the increase in titanium dioxide production capacity in China was delayed due to the impact of the pandemic in 2020. The new facilities that were originally planned to be put into operation in 2021 have mostly been postponed. Currently, only the 60,000-ton chloride process facility of CITIC Titanium Industry (formerly Jinzhou Titanium Industry) is expected to be operational by the end of 2021.

1. Increase in titanium dioxide production capacity in China in 2021

Due to the impact of the pandemic in 2020, the new facilities that were originally planned to be put into production in 2021 have been delayed. Currently, only the 60,000-ton chloride process facility of CITIC Titanium (formerly Jinzhou Titanium) is expected to be operational by the end of 2021. According to CITIC Titanium, the progress of the new facility is stable, and it is planned to reach an output of 7,000 tons by the end of 2021 (based on current capacity calculations, this is about 1-2 months of production).

2. The production of titanium dioxide in China is expected to reach 3.6 million tons in 2021, an increase of 3.29%.

The new production capacity added in 2020 was a 100,000-ton sulfuric acid facility by China National Nuclear Corporation Titanium, which was fully released by the end of the third quarter. After about a month of adjustment in the fourth quarter, it stabilized output. If production remains stable in 2021, the output is expected to increase by 50,000 to 60,000 tons compared to 2020. Additionally, considering the previously mentioned plan of CITIC Titanium to reach an output of 7,000 tons, and no other new production capacity being put into operation in 2021, along with the current high prices of titanium dioxide and good export expectations for rutile type, most manufacturers will maintain production during the Spring Festival. It is expected that the production in 2021 will increase by about 100,000 tons compared to 2020, reaching 3.6 million tons.

3. The export volume of titanium dioxide from China in 2021 is conservatively estimated at 1.2 million tons.

In the second half of 2020, due to the differences in pandemic control situations domestically and internationally, the export volume of titanium dioxide from China surged, with an average monthly export volume remaining above 110,000 tons. Based on the current pandemic control situations in several major titanium dioxide producing countries/regions, it is conservatively estimated that the export volume of titanium dioxide from China in the first half of 2021 will still maintain a considerable amount. If the global pandemic is controlled in the second half of the year, the monthly export volume of titanium dioxide from China will also maintain at 80,000 to 90,000 tons. Therefore, the export volume of titanium dioxide from China in 2021 is expected to be between 1.2 million and 1.35 million tons.

4. The apparent consumption of titanium dioxide in China is expected to be 2.5 million tons in 2021.

Since 2016, the titanium dioxide industry has experienced two significant price increases, both closely related to exports, while the change in apparent consumption has been stable and slow, with an average annual growth rate of 4.13% from 2016 to 2020. As of November 2020, the newly started construction area in the domestic real estate sector decreased by 2% compared to 2019, and it is expected to be basically flat for the whole year compared to 2019, meaning that the real estate construction in 2020 is basically on par with 2019. Considering the impact of the pandemic in 2020, and looking at the current domestic pandemic situation, it is expected that real estate construction in 2021 will recover to the growth rate of previous years, within 10%. Combining the average annual growth rate of apparent consumption over the past five years and the growth rate of newly started construction in real estate, it is expected that the consumption of titanium dioxide in 2021 will be around 2.5 million tons.
